Rights of Multilingual Learners

How We Support Your Child’s English Learning

Cincinnati Public Schools supports the rights of multilingual students by providing:

1. Access to a Free and Appropriate Public Education (FAPE). Enrollment cannot be denied based on race, color, national origin or immigration status (Plyler v. Doe)
2. Language assistance. Offering appropriate language instruction programs, providing qualified trained teachers and removing language barriers to ensure access to the curriculum 
3. Equal access to curriculum.  Meaningful participation in all content areas and instruction adjusted to language needs through dedicated ESOL teachers.
4. Meaningful communication to families.  Access to interpreters for meetings, school and/or district communication to parents in a language they can understand.

Federal and State Requirements

1. Assessing all students whose primary or home language is other than English to decide if student needs language support services
2. Ensuring effective instruction that will lead to academic achievement and timely acquisition of English proficiency
3. Monitoring English Learners progress on a regular basis

What if my multilingual child has a suspected disability?

School districts are required by law to follow all referral and evaluation guidelines for students with suspected disabilities, regardless of English learner status or grade level
