A Strategic Plan Supporting the Goals & Guardrails

The new CPS Strategic Plan leverages the framework of the Board's Goals & Guardrails, new vision and mission statements, and forecast. This plan clarifies and defines the work needed to achieve the Goals & Guardrails approved by the Board of Education. The plan unifies the district and community under a shared approach and practice while engaging the community and galvanizing support and resources for the district. It also will assist and guide budgetary decisions and resource allocations, shape the overall direction and day-to-day work of CPS.
The Goals & Guardrails approved by the Board of Education is the framework of the plan and supports the theory of action to define the strategies.
Through visioning, developing a mission, examining core values and setting achievable goals, the district moves toward attaining improved schools. The following approved strategic plan outlines the district's priorities and strategies. View and download the approved 2023-207 Strategic Plan here.

Strategic Planning Community Discussion
The Strategies and Actions for the Goals & Guardrails was developed with input from all CPS stakeholders including administrators, teachers, community members, parents and students.

Spring 2022
The superintendent search laid the foundation for the plan by beginning to highlight areas of importance for the district.

Summer-Fall 2022
Superintendent Wright’s 100-day journey captured extensive community feedback and created the initial foundation for this plan through the ABCs -

Fall 2022
The Board engaged with the community to develop the Goals (values) and Guardrails (priorities) for the district through 2027.

Spring 2023
Development of the Strategies and Actions for the Goals & Guardrails began with more than 60 district and community stakeholders serving on work teams.
- February 16: Internal work team kickoff
- February 22: Community work team kickoff
- March 2: Internal work team session
- March 22: Combined (internal & community) work team session
- April 4: Combines work team session
April 2023: Strategies and actions for the Goals & Guardrails review and feedback sessions for all stakeholders, including a principal-specific & partner-specific session

Late Spring 2023
Final Strategies and Actions for the Goals & Guardrails presented to the Board, to be incorporated in the final plan.

Work Team Process
- 60 school-based district and community stakeholders volunteered to participate in the work teams.
- Five work teams have convened since February 16, 2023 to develop and refine the strategies and actions.
- Four teams began their work based on the Goals & Guardrails.
The work teams began with a "Keep, Start, Stop" activity to illuminate the broad strategies and actions needed. Then they thought through how stakeholders need to be supported in strategies and actions. This work led to the multiple revisions resulting in the draft being shared.
